Players who only have GTA 4 or Episodes Liberty City will automatically get GTA IV: Complete Edition with both games. New physical games can be activated with the Key on the back of the manual to download GTA IV: Complete Edition. Yes, it's still a crappy port. Even worse than before, because it runs better on older version which is 1.0.4.0.. Those who are saying it's not, are just lucky. There is 50% of ppl with high-end PCs complaining about they have 0-30 fps on low details. Mostly i actually see ppl with this problem on i7 and GTX6xx/7xx. .
