To make the Panna Cotta. Place the milk, gelatin and mango puree in a blender. Blend until smooth. Pour milk mixture into a small pan and stir over medium heat, about 5 minutes. Add the cream, sugar, and salt. Stir until the sugar dissolves, 5 to 7 minutes. Remove from the heat.
In a sauce pan, add all the ingredients for the panna cotta and whisk till the agar agar is dissolved. On medium heat, bring to a boil for 4 times, while whisking continuously. This means, every time the liquid boils, take it away from the heat, then when it stops boiling put it back on, until it boils again.
Combine lychee liquid, cream, milk, and sugar in a medium saucepan. Heat on medium, stirring, until the sugar is dissolved and it just comes to a boil. Remove lychee mixture from heat and add gelatin. Stir until the gelatin is fully melted and combined. Divide mixture among glasses and refrigerate until set, at least 2 hours.
